Dear Mr. President:

     Section 709(a) of the Antiterrorism and Effective Death
Penalty Act of 1996 requires the Department of Justice to conduct
a study and prepare a Report concerning the availability of
information relating to the fabrication of bombs and other
weapons of mass destruction.

     Specifically, the statute requires the study to examine the
extent to which bombmaking information is available to the
public; the extent to which such information has been used in
incidents of domestic or international terrorism; the likelihood
that such information may be used in future incidents of
terrorism; the applicability of federal law to the dissemination
of such information; the need for additional laws addressing such
dissemination; and, finally, an assessment of the extent to which
the First Amendment protects the distribution of such material.

     The Department, with substantial assistance from the Bureau
of Alcohol, Tobacco and Firearms, has completed its study and has
prepared the enclosed report discussing each of these issues.
We look forward to working with you in seeking ways to minimize
the dangers presented by the transmission or use of bombmaking
information.

     The Office of Management and Budget has advised that there
is no objection from the standpoint of the Administration's
